Minutes of Steering Group Meeting, Kidmore End Parish NDP Steering Group

11th June 2019 at 7.30pm, Pavilion Gallowstree Common

1. Declaration of interest

No new declarations since the last minute.

 

2. Minutes of last meeting and matters arising

The final version of the minutes of the last meeting was approved.

 

3. Discussion on Topic Paper

The Steering Group discussed the comments received from SODC on the draft Topic Paper, and discussed whether to accept the suggested amendments, reject them, or ask for further clarity.

Actions: To make the agreed changes and to send the revised version back to SODC for further input. SODC will be asked to sign off the final version of the topic paper once all amendments have been made.

As per the previous minutes, once the Topic Paper is approved by SODC the next step is to publish the Topic Paper along with the Sites Options and Assessment Report and the Facilitation Report on the KEPC website. Landowners will receive letters on Parish council headed paper to notify them that the results of the call for sites process have been published. Where possible this will be sent out by e-mail from the KEPC NDP e-mail address. If an e-mail address is not available then this will be sent out on KEPC headed paper to the address on the land registry document. Landowners will be asked to comment on the outcome should they wish to do so.

 

4. Discussion on Policy Paper

Aecom have spoken to the Steering Group about the group’s proposed approach to policy. Aecom have confirmed that they will provide feedback in writing on the draft policy aims document, followed by a meeting to discuss the key points. The Steering Group will then use this advice to write the draft policy document. 2 members of steering groupto attend SODC policy writing workshop. To arrange meeting with Aecom

Actions: To progress with Aecom.

 

5. Discussion of village boundaries

The Steering Group reviewed the revised suggested settlement boundaries. During the last meeting it was agreed that the group would vote on whether defining boundaries was beneficial or not. It was agreed that too few members were present to vote in the meeting and so members will be emailed for their feedback.

Actions: To finalise the settlement boundaries and to email round for a vote.

 

6. Next steps

The next steps in the NDP process continue to be to complete the actions above relating to the topic paper, policy paper and settlement boundaries.

 

7. Public Consultation

It was agreed that, although there are still a number of issues outstanding, the group will aim to hold a public event in September, either one or two days dependent on group availability at Kidmore End School and Pavilion Gallowstree Common. Provisional dates are the 14th / 15th or 21st / 22nd September.

Action – Doodle group to establish who is available for dates above.

To apply for grant to Locality, (Government Organisation) to fund public event and 2 group members to meet to work out required costs. To get information about Facebook advertising costs from parish councillor colleague

 

8. Finance and grant application

The group reviewed the spending to date and agreed there is no need for any further technical support applications at this time.

 

9. AOB

SODC emerging local plan: Following the recent elections and the change in leadership and councillors at SODC, there is a possibility that the emerging local plan that has been submitted to the inspector may be left as is, revised or withdrawn. The steering group continue to monitor these developments.

 

10. Date of next meeting:

The next meeting is scheduled for 16th July.
